is, IMO, a "neutral" (or at least not only negative) word, just like power.
You can pick up a stone to... build a house or smash a skull.
If a boy is about to do something very foolish and dangerous and reasoning won't work, I'd not hesitate to use manipulative tricks to prevent him.
The lesser of two evils, so to say.
