Many churches WANT the congregation to have an emotional stake in the children of that congregation - they promote "adoptive grandparents," "big buddy," and similar programs. Labeling emotional attachment to children or a specific child as an unwanted thing may be confusing to such churches. The problem is that the word "emotional" is overloaded - it runs the gamut from "I'll treat you like my own" to "I want to date you" and several other meanings as well.
