The NRA is a special interest group, as is the National Cattlemens association, NOW, the Friends of the earth etc.
Why don't you belive that gays are unable to change? The head of the ex-gay movement was caught in a gay bar in DC. Clearly that was a person who was motivated to "change". If you really wish to learn about this subject read the book called "the science of desire". I forget the authors name, but it details the finding of a genetic marker for a persdsiposition toward being homosexual, carried out by the National Institute of Health. It is carried on the x chromosone, and is located near the market for color blindness. Identical twins are far more likely to be of the same sexual orientation than fraternal twins, who in turn are far more likely to be of the same orientation as ordinary brothers. This suggests that there is a serious genetic component, and a serious in-utero component to the development of sexual orientation. Both of which lead to someone being "born that way"

I'm sure that behavior can be changed. A gay can go from living a "gay lifestyle" to being celebate. It is even possible that he could get it up occasionally for a woman and have a family. That would not change the fact of what he really was, what his heart's true desire was, who he really found attractive. He could live a lie. Thousands or millions of gays have done so over the centuries out of fear of persecution. Its a very good bet that preists and monks had a very high proportion of gays in their ranks over the centuries. Not all of them acted on it, most probably kept their vows. But did they really change who they were any more than a straight priest who kept his vows changed who he was sexually?
Yes, persecution used to be much worse than it is today. The origion of the term Faggot is that of a bundle of sticks that is tossed onto a fire. Using that term to describe gays ment that they were fit for burning at the stake. That was a great incentive for people to hide who they were, but it didn't change who they were.
