There is nothing in this passage that suggests it is referring to anything other than water vapor that is still abundant in our atmosphere today. People in this time had no concept of the layers of the atmosphere and would have no way of explaining what cloud base was or it’s significance or the scientific nature of weather. Believing water existed above the sky is quite understandable when they see water fall in the form of rain.
