The context of the first passage is committing adultery, the context of the second is causing children to stumble. Neither is explicitly linked to the act of masturbation, biblically speaking anyway, and the chopping off of limbs is hardly to be taken literally. As I stated before, there are no biblical references about masturbation and I personally don't view it as a sin at all - the case against it (as demonstrated by Drifter's citations) is merely inferred from passages regarding lust - please see my post to him as it regards this issue.

The Jewish Talmud is another story and one is free to draw whatever conclusion they feel is warranted from references there and their relationship to the above cited passages from the Gospels (by way of similar terminology) and to Christian morality in general. For example, in Niddah 13a it addresses male masturbation with these words: 'in the case of a man, the hand that reaches below the navel should be chopped off'. Female masturbation receives no mention in the Talmud incidentally, similar to how homosexual acts among females receives no mention in Levitical law.
