1. Thoughts are something that come into your head, oftentimes uninvited. There is not much we can do about them but ignore the bad thoughts or push them aside. Fantasies are different, fantasies require you to knowingly elaborate on those thoughts, to mentally act out those things. They require you to indulge in the thoughts that fill your mind.

2. Sexual fantasies require action. They require you to purposefully indulge in thoughts, to mentally act them out. I dont believe that God would condemn something you have no control over (such as thoughts). But I do believe God would condemn something we do have control over (such as indulging in fantasies). The verse that I mentioned shows that to fantasize about committing adultery is the same as committing adultery because you have already commited adultery in your own mind. Using that same reasoning, the same thing would be true about having homosexual fantasies (they are the same as committing homosexual acts, because you have done it in your mind). So my view is that this comes down to the same question as to whether homosexual relations (in our case between man and boy) are sinful or not.

3. I did not believe they were ever appropriate prior to reading examples about how its possible to have sexual fantasies about your future wife and the relationship you would have (which would include sex). I had not heard of that concept before and Im now undecided about it. However, when it comes to boys (or men if you are gay), I still dont think it is ever appropriate because the act of homosexual sex is still sinful and the bible verse I provided shows that the difference between doing a sinful act in your mind and doing it physically is not important to God. If you believe that sexual relations between man and boy are not sinful, then I can see how you could come to conclusion that indulging in such fantasies could be done appropriately. But because I believe the act is sinful, and the bible shows that performing the act mentally and physically is the same thing, I still believe it is always inappropriate.
