North Korea does not have adecuate delivery systems. North Korea may have nuclear warheads, but without the ICBMs to launch them or the stealth technology to drop them by surprize, they cannot be used strategically against the US. The US' dealings with North Korea come from an understanding that is clear to both sides, which is that North Korea does not actually want to use its nukes. North Korea wanted the nukes as bargaining chips, and thats what they are doing, now that they have nukes they can say "we'll get rid of our nukes in exchange for....". Everyone is aware that North Korea is not interested in attacking the US, North Korea has played the game of isolationism for decades, what they want most is to be left alone.
