| Well, I don't think it's as simple as it would have been if we had really defeated him in a war. War was never declared. War hasn't been declared since 1941. Thing is, we had what was officially an "armed conflict." We signed a cease-fire with Saddam, and he agreed to some conditions, but he breaks them regularly by firing SAMs at US planes regularly. |
