I cannot vouch for the ability of 7 or 8yo's to make a similar decision, tho I can vouch for the ability of 14yo's (namely, me). That was all. Also, since 14yo's (many of them, at least) have already started puberty, they can grapple with some of the adult implications that a sexual relationships imposes upon us, whereas 7 and 8yo's (who haven't begun puberty) cannot do this.
