He is speaking of men in general terms. As what happened in Sodom. Men, in general terms, stopped NATURALLY wedding and having sex with their spouses, and started to lay with other men.

This doesn't mean that each man once had a wife, left her, then started having gay sex.

The Bible also tells us that society will turn from God. Does that mean that each and every one of us will first, believe in God, then turn?
Certainly not.
