A STATEMENT ON ABUSE

"We are strictly opposed to any treatment of children which is contrary to the love that God intends us to have for them. This includes the manipulation, coercion and abuse of children."

Is "consensual sex" included in "manipulation, coercion and abuse"?
Not to be critical, but this sounds like jargon seeking to circumvent an issue. Is the author of this statement intentionally avoiding including "sex" as something they are in opposition against?

This isn't a flame or a judgment one way or the other, I'm just curious: Is the author (and others on this site) opposed to the actual carrying out of sexual conduct with minors by adults, or does its exclusion from the above statement mean that sex with minors by adults can be ok, as long as there is no "manipulation, coercion and abuse"?
