When I was in school, it was part of the middle school health curriculumn that large breasts in boys occasionally happened, and that if it didn't subside within some number (forget) of months, to see a doctor. I can't say for certain, but I would EXPECT health and PE teachers and school counselors to be aware of this and make the proper referrals. This doesn't mean others who spend a lot of time around boys SHOULDN'T be aware of it, it's just that it may not be absolutely necessary. IMHO, ANY out-of-the-ordinary health issue should be brought to the attention of a doctor unless it is 1) not changing (no reason to beleive it is getting worse or is cancerous) AND 2) not bothersome.
