The Bible does rule out sex outside of marriage, calling it sin and even in the Old testament demanding death for such acts. Since boylovers are not allowed to marry the boys and the boys likely wouldn't marry if they had the choice, any sexual actions would be sin in God's holy eyes, let alone against the law in most countries.
