This sadly is a belief that may be common in other religions (though certainly not Hinduism or Buddhism, where it is meaningless) but is not a Christian belief. In the Roman Catholic tradition, they especially developed a theology of Limbo for unbaptised children. That they did so is a reflection of the fact that it is a statement that is hard to justify biblically. The biblical evidence does not allow a clear conclusion - the phrase in 1 Cor 7 v 14b 'Otherwise your children would be unclean, but as it is they are holy' could be seen to suggest that are deemed unclean before God.
