I can verify that what Alpha is saying is true.

I am not endorsing that people donate or not but this is not a scam. Alpha really has been around the online BL/GL community for some time and does work for WebBLeu and it is what he says it is. I have not used its services but I know people who have/do use it and it seems like a good service. I'm sure he can answer some questions people have here if there are any.
