"There are psychos like Ted Bundy and Jeffrey Dahmer that did not choose to be the way they were either. They may have chosen to act on their warped desires, but did not choose to have those desires. Please don't tell me God made them that way"

Couple of interesting questions here, IMHO. It occurs to me to ask how unbearabley strong Ted Bundy's and Jeffrey Dahmer's desires were; and how difficult they would have been to control. Another question that occurs to me is how much empathy they were capable of feeling for their victims desire to stay alive - could they "put themselves in the shoes of their victims" - (I don't know, but I'd suspect nil, none at all).

But these questions are perhaps irrelevant to the role of God in creating psychos.

"Please don't tell me God made them that way"

Why? Because nothing bad could come from God, maybe?

If so, where do hurricanes, earthquakes, floods, and other events known as Acts of God in Insurance contracts come from? Satan?

I probabley sound argumentative, maybe slightly hostile, here, but really, these are just a few ideas that occured to me.
