From what you said, that this story may be true (reminds me of that movie "The Boys of St. Vincent"), but it is not an indication of any official Catholic doctrine. For it to be an official catholic teaching, the Pope would have to make statements to that effect, and I dont believe any Pope ever has. It is more likely that, assuming this is true, that boy found himself in a place run by abusive priests who helped each other keep the boys silent. Im sure this happened without the knowledge of a Bishop who wouldve put a stop to it had he known. To claim that the catholic church promotes abuse based on that one story would be like claiming that baptists promote child torture based on the story from a few months ago about the baptist priest who beat a young boy with a stick so badly he had to be hospitalized because he didnt take his bible study seriously enough. Such atrocities happen within the church and within any group, but they are usually not indicative of what the majority within the group believe.
