For those who are still scrolling down, I actually found the answer to this question in, of all places, the Jewish Book of Knowledge! Apparently, early Judaism was the basis for Christian puritanical beliefs about sex. So strict were the rules about any type of sexual action (masterbation mentioned and included :0) that it children were prepared for their sexual passions as the onset of puberty arrived. It was a parent's responsibility to marry off their children as soon as possible after puberty to minimize the period during which the child would have to curb their sexual appetite. Physiologically, young girls reached that age around 12 or 13. Boys were usually 15-16 years old (it is only in this century that boys have been hitting puberty so much earlier).

So, there ya have it. Right from Jewish history :)
