IMHO, released with a warning

Assuming he is sincere in his belief that he is disciplining his kid appropriately, he should be released with a warning, and ordered to parenting classes. Child welfare should monitor the situation for awhile.

Why?

It's obvious that in his community, that level of corporal punishment is not acceptable.

It SHOULD BE obvious to anyone that at at certain times and places in our country's history, including some places today, such a level of punishment is acceptable.

I am assuming that this parent loves his children and is disciplining them in the sincere belief that he is doing them good. If this is not the case, then delete everything I said above.

By the way, unless it's illegal or unnacceptable where I live, or my (future) wife won't allow it, I will consider using corporal punishment as one of many tools in disciplining my (future) children. But I will make darn sure my children know that I love them and that I discipline them because I love them.
