Wow. When the statute of limitations expires, you can be a poster boy for ending mandatory-reporting laws (until then it's just not safe).

About your church's and the parent's decision not to prosecute:
You can't do that in most or all states anymore - the church leadership could be held civilly or in some states criminally liable for non-reporting.

And in my state, other kids' PARENTS (any adult) would also be liable if they knew of such an incident and didn't report it. I'm not sure about the kid's own parents. At best they would not be prosecuted for non-reporting, at worst they would be prosecuted and have all of the kids put in foster homes ("bad parenting").

Times have changed.
