I kind of expected this response from someone, but decided not to bog down my post with disclaimers that might wind up being unnecessary.

I'll explain it using numbers because I find that easier than trying to figure out how to describe it using words. I'll keep the numbers small to make them easy to work with, but obviously the real figures are drastically different.

Suppose there are 1,000 pedophiles in the world. Only 1% of them will ever be sexual with a child and be arrested for it, for a total of 10 cases of "child sexual abuse" (as defined by the law). A magic fairy floats through the world sprinkling pedo dust on people, doubling the population of pedophiles. There are now 2,000 pedophiles and 1% now adds up to 20 cases. Thus, even though the overwhelming majority never act in an illegal way, the number of cases still doubled from 10 to 20. The fact that only a fraction of them will ever act on their feelings illegally is irrelevant because the 1% was a constant (that, of course, assumes that the new pedophiles aren't any different from the previous ones).
