Too many reasons to name

There are too many reasons to count why some societies or subsets of society are "hung up" on sex and sexuality, or certain aspects thereof.

In many cases, it's religious. In others, there are taboos. For example, common sense says you don't flirt with a man's wife unless you want his fist in your face.

Before modern health, there were legitimate health reasons not to do certain sexual things without making sure the risk of illness was reduced. Even today, it's "taboo" (ok, stupid) to do certain things without taking certain precautions. These "taboos" can become a "hang-up," particularly if they outlast their usefulness.

I have sexual hangups I've inherited from my parents or society, some of which I may drop and some of which I will choose to keep indefinately.

I think most sexual taboos or conservative practices are based on a genuine, sincere belief that the taboo or practice is a "good thing", typically because it reduces the overall hurt and pain in a society that observes these taboos or practices. Granted, some people may be screwed by them (pardon the pun) but at least at the time the taboo or practice took hold, the powers that be saw it as "a good thing." Actually, this is probably true for non-sexual taboos and social rules.
