Lust and adultery

Jesus said that to look at a woman with lust is to be guilty of adultery.
Does this only hold for married men, since we are talking about "adultery"?. And what about BLs? If a BL suddenly notice a boy and instinctively feels lust for a very short time, is he guilty of adultery?
