To get round the Celabacy law, boys were often allowed to be abused by high ranking priests & they could say nothing about it. It is true that boy abuse is a real problem among these circles, but I cannot follow your conclusion: why do you get around the celibacy law if you sexually interfere with a boy? Celibacy means that you don't have sex at all! Secondly: why couldn't they say anything about it? Religion is one of the causes of most conflicts in this world, if only everyone who worships the same God agreed to put their differences aside & consentrate on The Lord, instead of their own Religeous agendas, the world maybe a better place to live in. I couldn't agree more!
