Paul speaks of those who have lost shame and guilt:

Ephesians
4:17
This I say therefore, and testify in the Lord, that ye henceforth walk not as * * other Gentiles walk, in the vanity of their mind,
4:18
Having the understanding darkened, being alienated from the life of God through the ignorance that is in them, because of the blindness of their heart:
4:19
Who being past feeling have given themselves over unto lasciviousness, to work all uncleanness with greediness.
4:20
But ye have not so learned Christ;
4:21
If so be that ye have heard him, and have been taught by him, as the truth is in Jesus:

In verse 19 the word "feeling" is translated from the Greek "Apalgeo". This means "to cease to feel pain or guilt".

Jude even warns us of those in the church who use God's grace as an excuse to sin sexually.

Jude 1:4
For there are certain men crept in unawares, who were before of old ordained to this condemnation, ungodly men, turning the grace of our God into lasciviousness, and denying the only Lord God, and our Lord Jesus Christ.

Another point made by Jude:

Jude 1:7
Even as Sodom and Gomorrha, and the cities about them in like * * manner, giving themselves over to fornication, and going after strange flesh, are set forth for an example, suffering the vengeance of eternal fire.

Now many will claim that "eternal fire" means that they will "burn in hell forever". I disagree, but thats for another debate.
