I'm 30 years old, and sex is still too complex for me to figure out. I just can't believe that a child (or even a teenager) can grasp enough of this complexity to be able to make a mature (dare I say "adult"?) decision regarding whether or not he/she thinks a sexual relationship of any kind would be beneficial for him/herself. God will hold each one us solely accountable for taking advantage of a child's naivete (cf. Matt 18:6, Mark 9:42, Luke 17:2, "must give an account" (Hebrews)).
