A time to be silent, a time to speak - when?

Some recent posts by Christians on the BL forums and some recent real-world events have got me thinking:

Do we, as Christians, ever have a moral imperative to speak up? That is, where keeping our peace is against God's will? If so, when?

Likewise, do we ever have a moral imperative to bite our tongue, where speaking up would run contrary to God's will? If so, when?

For me the answer is yes to both, but I'm not sure the answer to the "when" question. I'm looking for input, folks.

1 There is a time for everything, and a season for every activity under heaven:
7 a time to tear and a time to mend, a time to be silent and a time to speak, [NIV]
