I believe that the thoughts themselves are not a sin but a temptation! I can't help sometimes having a sexual thought about a kid. However, when that thought starts to linger in my mind... when I allow that thought to consume me, it then becomes a sin. When that simple (or passing) thought becomes lust, that is the point when it becomes a sin.
